I stumbled on this blog post while searching for people prioritizing tasks in project management.  Our software is hosted (SaaS) and LiquidPlanner is free for 501(c)(3) nonprofit organizations classified as public charities.

While the scheduling features in LiquidPlanner may not be of much use in an environment where a person's availability to work on the project is neither fixed nor predictable, the document attachments and other features could make it attractive.
